The proposed resolution would ask Virginia’s Department of Taxation to study ending the individual income tax with the Secretary of Finance. The study would examine tax changes and other revenue sources to replace individual income tax money used for public services. The study would compare states without individual income taxes and assess whether replacement funding options could legally and practically work in Virginia. The Department of Planning and Budget would provide technical help. Other state agencies would help when asked. Study meetings would end by November 30, 2026. A summary and report would go to the Governor and General Assembly no later than the first day of the 2027 regular session and be posted on the General Assembly’s website.
