Utah adopts the statewide resource management plan dated May 6, 2026. The plan applies to statewide resource management and replaces the plan dated May 7, 2025. This provision takes effect on May 6, 2026.
The office monitors government compliance, coordinates possible plan modifications with the commission, and reports annually on modifications and implementation. Monitoring covers federal, state, and local government compliance with the statewide plan. Monitoring is required only to the extent possible and as funding allows. If the office finds a need to modify the plan, it must notify the commission and coordinate with it on policy direction and a draft modification. The office must deliver its annual reports to the commission before August 31 each year.
The commission may recommend that the Legislature approve or reject a plan modification, but a modification cannot take effect without legislative approval. This process covers modifications to the statewide resource management plan that the office proposes and the commission reviews. The commission may request more information from the office or choose not to act. If the commission recommends approval, it must prepare a bill for the Legislature's annual general session. A modification remains ineffective until the Legislature approves it.
