The act provides for a Town Administrator selected and appointed by Monterey’s Board of Mayor and Aldermen. The office serves the town of Monterey. The Board sets the salary and must choose the administrator based on training, experience, and other administrative qualifications. Required qualifications include an associate’s degree, relevant training or experience, and CMFO certification. The administrator must work full time, live in Putnam County within six months of employment, and provide a bond approved by the Board. The town pays the bond premium. The residency requirement is due within six months of employment. The provisions take effect for other purposes only if the town’s legislative body approves them by a two-thirds vote.
The act assigns the Town Administrator duties to supervise and coordinate town departments under the Board’s policies and directions. These duties cover town departments under the Board’s control and coordination with town bodies operating under separate boards. The duties include advising the Board, serving as the town’s chief financial officer, preparing department budgets with the Town Recorder, managing personnel and pay, and handling purchases and tourism. The administrator also works with other town boards, recommends public projects, and performs other duties assigned by Board action. The administrator must attend all Board of Mayor and Aldermen meetings. The administrator may attend other Board-created bodies’ meetings, but must do so if the Board directs.
