The House adopted a resolution letting the Senate Bill 5 conference committee consider camp-safety funding language and an immediate effective date for the Act.
The committee may add funding for the health department to carry out camp-safety legislation. That funding depends on separate legislation becoming law, and the department would adjust camp license fees to recover its costs.
The committee may change Senate Bill 5 to take effect immediately, subject to a condition in Section 6(b).
The adopted resolution lets the conference committee add camp-safety funding language to Senate Bill 5. The permitted funding language would support the Department of State Health Services in carrying out campground and youth camp safety legislation. The funding language is contingent on Senate Bill 1 or similar camp-safety legislation becoming law. If the committee adds this language, the health department must adjust camp license fees as needed to recover the appropriation costs. If the funding is available, the department may use $500,000 in capital budget authority and employ 16 additional staff during the stated budget period. If added, $2,594,265 would cover the two years beginning when this Act takes effect, and $2,484,726 would cover the fiscal year beginning September 1, 2026. The added capital authority and staff would apply during the budget period beginning September 1, 2025.
The adopted resolution lets the committee change Senate Bill 5’s effective-date language to say the Act takes effect immediately. The proposed immediate effective date is subject to Section 6(b). The proposed immediate date would apply to the Act.
