A BILL TO AMEND THE SOUTH CAROLINA CODE OF LAWS BY ADDING SECTION 12-37-160 SO AS TO PROVIDE THAT CERTAIN PROPERTY MAY NOT BE ANNEXED BY A MUNICIPALITY WITHOUT EXPRESS WRITTEN AGREEMENT OF THE OWNER.
