The measure establishes a task force to study Medicaid managed care entities for Indian communities in South Dakota. The task force covers federally recognized tribes located wholly or partly in South Dakota and includes state, tribal, federal, legislative, health care, and insurance representatives. Each tribe's representative is appointed by its tribal council or other appropriate tribal authority. State officials may appoint designees, and legislative and other members are appointed by the officials named in the measure. Vacancies must be filled using the same appointment method as the original appointment. At its first meeting, the task force must choose a chair and vice chair from its members.
The Department of Social Services would support the task force and the task force would seek input from relevant agencies, tribes, health care groups, and other stakeholders. The support and input process covers state and federal executive agencies, Indian tribes, the health care industry, and other relevant participants. The task force must report its findings, recommendations, and any proposed legislation to the Governor. The report must be submitted by the stated deadline. The task force's report is due to the Governor on or before December 1, 2028.
