The state would set aside $101 to build and equip a trades center at Lake Area Technical College, only if the college receives the remaining project funding. Bonds could not pay for completing it.
The South Dakota Board of Technical Education would receive $101 from the state general fund to contract for building and equipping the center. The center would house training laboratories, classrooms, and student services at Lake Area Technical College. The Bureau of Human Resources and Administration would oversee design and construction. The college must receive enough money from gifts, grants, or other sources to cover the project cost minus the state's $101. Bonds could not pay for completing the project. The education secretary would approve payment requests, and the state auditor would issue payments. Unspent money not committed to an authorized expense would return under state procedures. The measure would take effect immediately upon passage and approval.
