The Cosmetology Commission must file a rule amendment by September 1, 2026, on allowing some out-of-state applicants to count relevant work experience toward required education hours.
The commission may license some applicants whose related license does not match a South Dakota license if relevant work experience makes up any education-hours gap and they meet the other requirements.
The Cosmetology Commission must file a rule amendment on counting work experience toward education hours. The rule covers applicants seeking cosmetology, nail technician, or esthetician licenses by reciprocity. For work experience more than five years before the application, the applicant must take a commission-approved safety and infection control course to receive credit. The commission must file the rule amendment no later than September 1, 2026.
The commission may issue a license to an applicant with a related license that is not equivalent to a South Dakota license. This applies to applicants with a cosmetology-related license that does not match a South Dakota cosmetology, nail technology, or esthetics license. The applicant must have enough relevant work experience to make up any education-hours gap under commission rules and must meet the other requirements in the section.
