Starting November 1, 2026, covered people and organizations may not acquire, own, or lease Oklahoma land or critical minerals, directly or through a business, trust, or government-controlled enterprise. Some businesses are exempt.
Oklahoma law bars covered people and organizations from acquiring, owning, or leasing land or critical minerals in the state. It covers noncitizens, foreign terrorist organizations, specially designated nationals, and foreign government adversaries, acting directly or through a business, trust, or government-controlled enterprise. Critical minerals are determined by the U.S. Geological Survey. The restriction does not apply to a business engaged in regulated interstate commerce or one with a national security agreement with the federal Committee on Foreign Investment in the United States. The law takes effect November 1, 2026.
