The proposal names Oklahoma’s agriculture department to work with federal dairy programs and sets out fees and payment schedules for some milk businesses.
Oklahoma’s agriculture department would work with federal agencies on dairy inspection and grading programs.
The text lists fees on Oklahoma raw milk and Grade A products, plus a matching fee on imports. Businesses would pay monthly or twice a year, depending on the fee.
The Oklahoma agriculture department would act as the state agency working with federal agencies on dairy inspection and grading programs. The role covers cooperation on dairy inspection and grading programs under the listed federal agencies. The act would take effect November 1, 2026.
Certain milk businesses would pay fees based on milk produced, processed, or shipped into Oklahoma. Co-ops, marketing agents, or processing plants would pay the raw-milk fee; milk plants would pay the Grade A fee; and the shipper would pay the fee on imports. The fee is one cent per 100 pounds of raw milk produced in Oklahoma and one cent per 100 pounds of Grade A milk or milk products processed or offered for retail sale in the state. For milk or milk products produced or processed elsewhere and brought into Oklahoma, the fee would match the amount charged on Oklahoma shipments to that state. The first two fees would be paid monthly. Import fees would be paid each January 1 and July 1. The act would take effect November 1, 2026.
