Creates the Statewide Regional Training Office within the Department of Public Safety Standards and Training. Directs the office to manage and operate facilities for emergency response training. Requires all state agencies to designate employees to act as liaisons for emergency management operations or for preparing continuity of governance plans. Requires each county to submit biennial reports on the state of the county's emergency preparedness. Delays the date on which responsibility for management of the emergency notification system is transferred to the Oregon Department of Emergency Management. Declares an emergency, effective on passage.
