Relating to pretrial incarceration; declaring an emergency.

Limits pretrial release of defendants charged with unlawful delivery of a controlled substance involving a substantial quantity to security release. Requires the Oregon Department of Administrative Services to reimburse counties for the costs of pretrial incarceration of such persons. Appropriates moneys to the department for the reimbursement.
