What it does
Requires the Department of Environmental Quality to contract with businesses to provide motor vehicle pollution control equipment testing. Prohibits the department from owning or operating motor vehicle pollution control testing stations. Prohibits the department from issuing a license to an employee of a fleet owner to inspect pollution control systems of fleet vehicles.
