Modifies laws related to towing. Provides that if a person pays with cash, the tower must provide exact change on the same day. Allows person to pay for towing and storage using a credit card, debit card and other methods of payment.

Allows a person to collect all personal property from a towed car. Requires a towing company to provide the owner or insurance company with an itemized receipt. Allows person to recover damages incurred as a result of unlawful towing.
