Oklahoma schools treat eligible military children as residents of their chosen district for enrollment when a parent or guardian transfers into the state on official orders.
Children of military families moving to an Oklahoma military installation on official orders can enroll in their chosen district, even while living elsewhere.
Military children enrolling before establishing residence cannot be turned away because they need disability services. Schools must prepare comparable services for children transferring with disability service plans.
School districts treat eligible military children living outside the district as residents for enrollment. Districts also accept electronic enrollment applications and course registration. This covers dependent children of active-duty military members, including National Guard members and reservists on active-duty orders, whose parent or guardian is transferring or awaiting transfer to an Oklahoma military installation under official orders. At least one parent must have a Department of Defense identification card. Families must provide proof that they live in Oklahoma; they do not have to live in the chosen school district. Parents or guardians must prove Oklahoma residence within 10 days after the arrival date listed on official documents.
Schools cannot block enrollment before residence is established because a child needs disability services. Schools must arrange comparable services for children transferring with disability service plans. These protections cover children enrolling before establishing residence under the military-family rules who have disability service plans or receive or qualify for disability services. For children transferring with disability service plans, schools must obtain records, reassess needs if necessary, and hold meetings to prepare comparable services. Comparable services must be ready before the child's first day of school in Oklahoma.
