Prohibits state and local governments from restricting certain activities related to blockchain protocols and digital assets. Prohibits state and local governments from imposing charges on digital assets used as a method of payment. Exempts certain activities related to blockchain protocols and digital assets from the Oregon Money Transmitters Act.
