Starting November 1, 2026, Oklahoma’s law provides minimum Medicaid payments through July 1, 2028, with a separate payment rule for services under multistate contracts.
The law provides minimum Medicaid payments for covered providers until July 1, 2028. Separate rules apply to pharmacies, some other services, and services under multistate contracts.
Starting November 1, 2026, Medicaid services under multistate contracts use the lower of the contract rate or Oklahoma’s listed service rate. Other payment requirements still apply.
The Oklahoma Health Care Authority sets minimum payments from Medicaid contractors to covered health care providers. In-network providers have a floor of 100% of the Authority’s listed service rate. Out-of-network providers have a floor of 90% of its January 1, 2021, listed rate. Providers must choose not to enter payment agreements tied to quality results or other alternative payment agreements. Separate pharmacy rules and other special payment protections apply. Services under multistate contracts follow the separate rule described below. The law takes effect November 1, 2026. The general minimum payment requirements apply until July 1, 2028.
Medicaid contractors pay for services under multistate contracts at the lower of the contract rate or the Oklahoma Health Care Authority’s listed service rate. Covered contracts are held by a Medicaid contractor or a company controlling it, with another entity providing care on its behalf across Oklahoma and at least one other state. This rule overrides the general minimum payment rates, but all other payment requirements in this section still apply. The Oklahoma Health Care Authority Board may issue rules that further define terms or limit when this payment rule applies. The law takes effect November 1, 2026.
