What it does
Directs the Alcohol and Drug Policy Commission to provide grants and funding for drug treatment and other related services. Transfers the duties of the Oversight and Accountability Council to the commission. Modifies the Oregon Behavioral Health Deflection Program.

Provides that the Oregon Criminal Justice Commission makes funding decisions on grant recipients based on recommendations from the Improving People's Access to Community-based Treatment, Supports and Services Grant Review Committee. Takes effect on the 91st day following adjournment sine die.
