The Construction Contractors Board must run an assessment of unlicensed labor contractors at construction sites and may screen for them during inspections. The assessment concerns the use of unlicensed labor contractors, including unlicensed construction labor contractors, at construction job sites. The board may screen sites during inspections it already conducts under state law. The assessment does not create new violations or penalties, and it does not limit either agency’s enforcement authority. The assessment period runs from January 1 through July 1, 2027.
The board and the Bureau of Labor and Industries must plan the assessment, notify licensees and applicants, and report its results and recommendations to lawmakers. The notice goes to licensees and applicants under the construction licensing law. The report goes to legislative committees on business and labor. The agencies may exchange information needed for the assessment or enforcement, including confidential records; exchanged records remain confidential or exempt from public disclosure. Planning is due by December 31, 2026, and the report is due by October 1, 2027. Section 1 is repealed January 2, 2028.
No hearings or votes scheduled.
