Starting January 1, 2027, Oregon’s pharmacy board will license eligible retail drug outlets to provide pharmacy services from mobile locations.
Eligible registered retail drug outlets could receive licenses to operate mobile pharmacies, beginning January 1, 2027, after paying fees and meeting board rules.
Licensed mobile pharmacies would need a pharmacist, safe drug handling, patient refill plans and public-health communication, while facing limits on how long they stay in one area.
The State Board of Pharmacy will issue mobile pharmacy licenses to eligible applicants. Applicants must be registered retail drug outlets with a permanent location and must be critical access pharmacies, hospitals, federally qualified health centers or county governing bodies. Applicants must pay the fee set by the board and meet other board requirements. The mobile pharmacy must have a pharmacist present during operating hours. The licensing provision becomes operative on January 1, 2027.
Licensed mobile pharmacies must follow rules for staffing, records, drug storage, patient refills and public-health reporting. These duties apply to mobile pharmacies licensed under the new section, including their handling of prescription drugs, devices, supplies and controlled substances. A mobile pharmacy may not operate at one location for more than 10 consecutive days or within the same five-mile radius for more than 14 consecutive days, as periods are set by board rule. Board rules must create exceptions during declared public health emergencies and declared natural-disaster emergencies. The board may allow a mobile pharmacy to operate where a mobile dental service operates. These operating rules apply when the licensing provision becomes operative on January 1, 2027.
No hearings or votes scheduled.
