During the 2025–27 budget period, state agencies would direct designated funds to schools, treatment services, veterans, courts, public safety, and economic development programs.
State agencies would direct money to economic development, schools, regional projects, and lottery bond payments during the two-year budget period beginning July 1, 2025.
State accounts would fund veterans’ programs, behavioral health, criminal justice training, victim services, and courts, while several domestic violence and court security allocations are set at zero.
Marijuana and student-success funds would support schools, addiction and mental health services, state police, student programs, and early learning during the 2025–27 budget period.
State agencies would receive specified amounts for economic development, education, lottery bond payments, and other state programs. The allocations cover the Oregon Business Development Department, Department of Education, Governor’s Regional Solutions Program, Department of Administrative Services, and other programs named in sections 1 through 7. The money comes from the Administrative Services Economic Development Fund or related state funds identified in the sections. If lottery transfers are too small, the Department of Administrative Services must first pay lottery bond debt service and then reduce other quarterly allocations proportionally. These allocations apply to the two-year budget period beginning July 1, 2025; the act takes effect on passage.
State agencies would fund veterans’ services, criminal justice training, victim assistance, court security, and related programs from designated state accounts. The allocations cover the Department of Veterans’ Affairs, Bureau of Labor and Industries, Oregon Health Authority, Department of Public Safety Standards and Training, Department of Justice, Department of Human Services, and court security accounts. The money must be used for the purposes listed in the bill, including veterans’ services, behavioral health, training, victim compensation, and court security. The listed allocations for domestic violence services, sexual assault services, and court security are zero. These allocations apply to the two-year budget period beginning July 1, 2025; the act takes effect on passage.
State agencies would distribute marijuana-account and student-success money among schools, treatment services, police, and education accounts. The allocations cover the State School Fund, Oregon Health Authority treatment programs, the State Police Account, and the Student Investment, Statewide Education Initiatives, and Early Learning accounts. The Oregon Department of Education must distribute the Fund for Student Success according to the amounts listed instead of the usual percentage-based transfers. The Oregon Health Authority must use designated marijuana-account money for mental health, alcohol and drug services, or the Drug Treatment and Recovery Services Fund. These distributions apply to the two-year budget period beginning July 1, 2025; the act takes effect on passage.
