Medical cannabis growers would show licenses for groundwater permits
The proposed replacement would require cannabis growers seeking groundwater to show a valid state license, but SB 133 died in conference.
1
What it does
Anyone seeking groundwater for a medical cannabis grow facility would have to show the Water Resources Board a valid state grower license.
Argument forRequiring a current license could help the Water Resources Board check that grow-facility water applicants are licensed.
Argument againstGrowers without a valid state license could face delays or trouble getting groundwater permits.
More detail
The proposed amendment would require a person to show the Water Resources Board a valid commercial grower license. This applies to anyone intending to use groundwater for a medical cannabis grow facility. The license must be issued by the Oklahoma Medical Marijuana Authority. The proposal lists July 1, 2025, as its effective date and also says it would take effect upon passage and approval; the text does not resolve the conflict.
