The education department would provide exam-cost vouchers. Applicants must live in New York, qualify to take the master's or clinical social work licensing exam, and have annual income at or below 250 percent of the federal poverty level. The program would operate only within the money available through appropriations; without funding, it could be deferred. If eligible applicants outnumber funded vouchers, the department would award them in the order it receives complete applications. The act would take effect 120 days after it becomes law.
