Students could be covered by New Jersey school bullying rules when harmful or insulting conduct disrupts school, even without a link to a personal trait.
School bullying rules would cover conduct even when it is not tied to a student's personal trait, if it disrupts school or another student's rights and meets one of the listed harm, insult, or hostile-environment tests.
The bill would broaden the definition of school harassment, intimidation, or bullying. It covers gestures, written, spoken, physical, or electronic acts at school, school events, school buses, and certain off-campus conduct. The conduct must substantially disrupt or interfere with school operations or another student's rights. The change would take effect on the first day of the second month after enactment.
