Applicants for public incentives would have to state under penalty of perjury that they are not tied to certain foreign governments.
State and local governments and a state-linked nonprofit corporation would be barred from giving incentives to certain foreign-linked entities. Applicants would have to sign a sworn statement about their eligibility before receiving help.
State and local governments and the named nonprofit corporation could not award incentives to disqualified entities. A disqualified entity includes a country whose government is barred from acquiring Ohio farmland, its agencies, and entities it owns, controls, or directs. It also includes entities based in or organized under the laws of that country. A person with at least 25% of an entity's voting interests or profits is presumed to control it. Before an award, applicants or recipients must sign a statement under penalty of perjury that they are not, and do not represent, a disqualified entity. Government bodies and the nonprofit corporation that award incentives must adopt procedures for reviewing complaints about violations.
No hearings or votes scheduled.
