Nevada bill summaries show local and state fiscal effects, while fiscal notes estimate financial or prison-term effects before committee votes.
Each bill or joint resolution summary must show the appropriate local and state fiscal effects. State labels say whether an appropriation is included in the Governor’s proposed budget.
For bills that meet the listed financial or prison-term tests, the Fiscal Analysis Division must obtain a note estimating effects on state spending, liability, or revenue. Bills dealing only with the proposed executive budget are exempt.
Each bill or joint resolution summary must show the appropriate local and state fiscal labels. This applies to each bill or joint resolution introduced in the Legislature. The labels cover local effects and whether the State is affected, including whether an appropriation is included in the Governor’s proposed budget. The Legislative Counsel must consult the Fiscal Analysis Division to get the right information. If an amendment adds an appropriation or removes every appropriation, the summary must be updated. The law takes effect July 1, 2025. Summaries must be updated if an amendment adds an appropriation or removes every appropriation.
The Fiscal Analysis Division must obtain a fiscal note for bills or joint resolutions that meet the listed financial or prison-term tests. The rules apply to bills and joint resolutions considered by the Legislature. A fiscal note must estimate expected changes in spending authority, financial liability, or state revenue, and project future budget periods when possible. A fiscal note is required for a bill that appears to create or increase more than $2,000 in state financial liability or decrease state revenue, or that increases or newly provides a state prison term or makes release on parole or probation less likely. No fiscal note is required for a measure dealing only with the proposed executive budget. The affected agency or agencies make the estimates, except where another law or joint rule provides otherwise. A required fiscal note must be obtained before an Assembly or Senate committee votes on the bill or joint resolution. The law takes effect July 1, 2025.
