Nevada students can join sports and other school activities after certain transfers, while recruitment for sports bars playing and practicing at that school.
Students transferring to lottery schools or before grade 10 can immediately join school sports and activities under separate one-time options. Transfers caused by recruitment for sports do not qualify.
Students transferring for listed hardships or school changes can request immediate participation. They must provide proof and meet other eligibility rules; requests count as approved if unanswered within 30 days.
Schools and their supporters cannot recruit students for sports. Recruited students cannot play or practice sports at that school, and confirmed violations bring penalties for schools and involved staff.
Students and schools can ask their school district to review a hearing officer's decision. Initial appeal hearings generally have a 30-day deadline, with a separate deadline for transfer-waiver appeals.
The school activities association cannot punish people or schools for policy advocacy. It must use formal rulemaking for policies affecting students and schools and for changes to school competition groupings.
Students can immediately play and practice after certain school transfers. These rules cover sports and other activities governed by the Nevada Interscholastic Activities Association at public schools and member private schools, regardless of where the student lives. Each option can be used once: a transfer to a school that selects students by lottery and a transfer before enrolling in grade 10. Transfers caused by recruitment for sports do not qualify. Schools and school districts cannot impose stricter eligibility or participation rules on these students than the Association allows. These provisions took effect July 1, 2025.
The Nevada Interscholastic Activities Association must approve requests to skip the transfer waiting period when students prove a listed reason applies. Students can apply for listed safety, family, health, or school-related reasons. Examples include ongoing bullying, a changed child welfare placement, and a discontinued academic program. The student, parent, or legal guardian must apply, show that a listed reason is more likely true than not, and meet other participation requirements. Bullying or assault must be supported by evidence and likely to continue at the former school. Mental or emotional health reasons require letters from both a school counselor and a licensed physician or psychologist. Family financial hardship requires financial records. Lost or reduced aid for attending private school does not qualify. These provisions took effect July 1, 2025. If a denial is appealed, the hearing must occur within 60 days after the Association received the original request.
Schools and people associated with them must not persuade students to enroll or transfer for sports purposes. The ban covers schools and associated people or groups, including coaches, parents, and booster clubs. Their violations count as violations by the school. The Association must investigate complaints and hold a hearing unless it finds the complaint has no merit. After a hearing confirms a first violation, the school goes on probation. Involved coaches and their staff face suspension for at least the next full season and any remaining current season. A second violation brings at least a school-year suspension for involved coaches and their staff. A third requires dismissal from the athletic staff and at least two calendar years barred from coaching at any school. These provisions took effect July 1, 2025.
Students and schools can appeal a hearing officer's decision to their school district or its chosen reviewer. This appeal route covers students and schools challenging decisions made under the Nevada Interscholastic Activities Association's rules. The district or its chosen reviewer may uphold, change, or reverse the hearing officer's decision. Courts cannot pause the district's appeal decision while awaiting a final court judgment. These provisions took effect July 1, 2025. Initial hearings must occur within 30 days of filing, except transfer-waiver hearings due within 60 days of the original request. District appeals must be filed within 30 days after the hearing officer's decision.
The Nevada Interscholastic Activities Association must protect policy advocacy and follow formal procedures for making rules. These duties cover the Association's treatment of schools and people and its rules affecting students, public schools, and school districts. The Association cannot punish a school or person for supporting or opposing a policy, including through contact with lawmakers or public bodies. Policies and practices affecting students, public schools, or school districts must follow the procedures used by state agencies to make rules. Actions that violate this requirement cannot be enforced. Creating competition groups or changing a school's placement within them requires a formal regulation. These provisions took effect July 1, 2025. The Association had to update its rules to match the law on or before July 1, 2026.
No hearings or votes scheduled.
