Counties, towns, and other local governments could tie more than $100,000 in business grants, loans, or tax breaks to a binding project agreement.
Counties, towns, and other local governments could require businesses getting more than $100,000 in development aid, in one award or several, to promise binding agreements that benefit the community.
A local government could make development aid depend on a business promising a binding community agreement. This applies to more than $100,000 in aid from that New Jersey local government, whether granted in one award or several. A local rule or policy must require the agreement for a specific project. The agreement must require specific contributions from contractors and developers and describe them, such as local hiring or work for local businesses. This option would take effect immediately if the bill becomes law.
