Licensed adult day health centers would offer safe, effective remote services to participants who cannot or do not want to attend. Payments would match in-person rates when centers keep required records.
New Jersey's Health Commissioner would authorize licensed adult day health centers to provide services remotely. This would cover people enrolled in, participating in, or receiving services from a licensed center who cannot or do not want to attend in person. Centers would have to make every in-person service available remotely when they can provide it safely and effectively. Remote services would receive the same payment rates as in-person services if centers document each service and list every remote interaction in the participant's care plan. Remote services could include meal delivery. Meals requested by a participant or caregiver would carry no extra charge. Combined remote and in-person services could not exceed a center's approved capacity. The requirements would take effect immediately if the bill becomes law. New Jersey's Human Services Commissioner would seek any Medicaid approvals needed to carry them out and secure federal funding.
