If enacted, districts and charter schools could count qualifying bilingual-endorsed employees in their school funding units after state verification and required salary payments.
If enacted, the formula would count qualifying bilingual-endorsed employees as program units for districts and charter schools, but payment would depend on department verification and a required salary differential.
The funding formula would include one program unit for each qualifying licensed school employee with a bilingual endorsement. This applies to employees of school districts and charter schools who work in department-approved bilingual multicultural education programs. The Public Education Department would have to verify the employees and approve the program units. Each employee would have to hold a bilingual endorsement. The district or charter school would have to give each employee a one-time salary differential equal to or greater than the funding generated by the units. Employees must be employed in the approved program on or before the school year's first reporting date, and the salary differential must be paid during the fiscal year when the district or charter school receives the units.
