The State Racing Commission could deny, suspend, or revoke a license, or impose fines, for a scheme involving a listed horse owner or trainer that threatens racing oversight.
The State Racing Commission may refuse a license, suspend or revoke one, or order discipline, including fines. A program owner is a licensed owner listed for a horse in the official race program even though someone else owns it. A program trainer is a licensed trainer listed there even though someone else controls and trains the horse. The commission may act only if it finds a scheme involving a program owner, a program trainer, or both, that threatens effective regulation and control of horse racing.
