A person receiving SNAP benefits would be barred from using them to buy sweetened drinks or candy. The restriction covers anyone receiving federal Supplemental Nutrition Assistance Program benefits. A sweetened drink is a nonalcoholic drink made with water that has at least five grams of added sugar or any amount of artificial sweetener. The definition excludes milk drinks, milk substitutes, and drinks that are at least half fruit or vegetable juice. Candy includes sweetened preparations combined with chocolate, fruit, nuts, or other ingredients, in bars, drops, or pieces.
