The proposal would let some students who lived with family while attending school in Nebraska qualify for resident tuition and fees if they meet school, residency, and affidavit rules.
Students who meet the Nebraska school and residency rules could qualify for resident tuition and fees, even before applying for permanent resident status.
The proposal would allow a student who meets the listed conditions to qualify as a Nebraska resident for tuition and fee purposes. The student must have lived with a parent, guardian, or conservator while attending a Nebraska high school or another listed Nebraska school, and must graduate, complete its program, or earn a Nebraska high school equivalency diploma. The student must give the college an affidavit saying they will apply for permanent resident status at the earliest opportunity they are eligible. If the parent, guardian, or conservator later leaves Nebraska, the student would keep this resident status if they intend to make Nebraska their permanent home and provide documentary proof. The student must have lived in Nebraska for at least three years before graduating, completing the school program, or receiving the equivalency diploma. The text covers college entrants registering no earlier than fall 2006.
