The proposal would let certain cities and villages sell or transfer an owned water or sewer system to a tribe. This applies to a city of the primary, first, or second class, or a village, transferring a system it owns to a tribe recognized by federal law or formally acknowledged by Nebraska. The system must be located or operating entirely within the tribe's lands. City or village voters must approve the sale or transfer. Voters would decide at a general or special city or village election, including a special election called for another purpose.
