Eligible filers could ask the state auditor to investigate held-back legislative funds, with quarterly reports describing the amounts, reasons, and expected effects.
The state auditor would investigate eligible complaints about legislative funds held back at the Governor’s direction and report each quarter to the Legislature.
The Auditor of Public Accounts would investigate complaints about funds held back at the Governor’s direction and send the Legislature a quarterly report. This covers money the Legislature appropriated that the Governor, or an executive branch official or employee acting at the Governor’s direction, delays or withholds. A legislator, state agency, or recipient of public funds approved by the Legislature may file a complaint. If passed and approved, the bill would take effect immediately.
