Applicants for a Nebraska substitute teacher's certificate would not be required to complete human relations training under this section. The exception covers applicants seeking a Nebraska substitute teacher's certificate. Other certification rules in section 79-808 would still apply. The amendment separately allows the board to issue a temporary certificate for up to two years to an applicant who has not completed human relations training.
