Had it passed, the measure would have allowed Greenwood officials to create a local program for registering and monitoring vacant or abandoned properties.
The proposal would have let Greenwood choose whether to create a program for registering vacant or abandoned properties and setting maintenance, insurance, fee and penalty rules.
Greenwood's governing authorities would be allowed to create a vacant and abandoned structures registration program. The program could cover vacant or abandoned residential and nonresidential properties within Greenwood's city limits that contribute to blight, decay, crime, safety hazards, declining property values or stalled development. The governing authorities would need to adopt an ordinance recorded in the city's minutes. Creating the program would be at the city's discretion. The program could require property registration, code-compliant maintenance, building plans, proof of insurance, and fees or penalties for noncompliance. If enacted, the authorization would take effect after the act's passage.
