The secretary of state must prepare and distribute factual information about each covered ballot measure. This covers statewide constitutional measures approved by the Legislature, initiated measures, and referendums on special, primary, or general election ballots. The information must include a summary, the measure’s expected fiscal impact, how it reached the ballot, and an objective analysis of voting for or against it. Voters must receive the information at least 45 days before the election where the measure appears.
The state provides one-time funding for the secretary of state to prepare and distribute the information. The funding is for information about measures on statewide election ballots. The amount may be less than $600,000 if less is needed, and comes from general funds not already appropriated. The funding covers July 1, 2025, through June 30, 2027. The Act is effective through June 30, 2027, and is ineffective after that date.
No hearings or votes scheduled.
