The proposal would let Yazoo County supervisors form an Alliance to promote local businesses and jobs, and possibly replace the county’s existing development district.
If supervisors find the county needs it, they would establish the Yazoo Economic Alliance to guide local economic and industrial development.
The Alliance could develop land and facilities for business projects, then lease or sell sites. Supervisors could provide funds or levy support taxes, with a special election needed if enough residents protest an additional levy.
After creating the Alliance, supervisors could dissolve the county’s existing development district and transfer some or all of its property, debts, or duties to the Alliance.
The board of supervisors would establish the Yazoo Economic Alliance by resolution. The Alliance would serve Yazoo County. Supervisors must find and record that public convenience and necessity require the Alliance. If passed, the act would take effect after passage.
The Alliance could develop property and facilities for economic projects and lease or sell project sites. Projects could include business, industrial, or agricultural sites and related facilities in Yazoo County. Supervisors could provide available county funds and, at their discretion, levy support taxes. A proposed additional levy would need public notice; enough written protests would require approval in a special election. The Alliance could borrow with prior written supervisor approval, if applicable. The county would owe its debt only to the extent supervisors pledge an authorized tax levy to repay it. These powers would be available after the Alliance is established.
The board of supervisors could dissolve the Yazoo County Economic Development District and transfer its assets, liabilities, or duties to the Alliance. This applies to the Yazoo County Economic Development District created under state law. Supervisors would need to adopt a resolution. Transfers would follow terms they find best for the county or that other law requires. The option would become available after the Alliance is created.
