If enacted, Greenwood could create a local program requiring registration and upkeep of vacant and abandoned residential and nonresidential properties.
Greenwood's governing authorities would be allowed to create a program that registers vacant and abandoned properties and sets maintenance, insurance, fee, and penalty rules.
The bill would authorize Greenwood's governing authorities to create a vacant and abandoned structures registration program by ordinance. The program could cover vacant and abandoned residential and nonresidential properties within Greenwood's city limits that contribute to blight, decay, crime, safety hazards, or barriers to redevelopment. The city would choose whether to establish the program. The program would identify covered structures and require their registration. It would require maintenance that follows applicable codes, building plans for first responders, proof of insurance, and fees and penalties for noncompliance. The proposed authorization would take effect after the bill's passage.
