Southborough’s licensing authority may grant one license to Costco Liquors to sell alcoholic drinks for customers to take away. The license is for Costco Atlantic Liquors, Inc., doing business as Costco Liquors, at 21 Coslin Drive in Southborough. The license is subject to the rest of the state alcohol licensing law, except section 17 of chapter 138. The license must be issued within two years after the law takes effect.
The licensing authority may grant the license to a new applicant at the same location, but may not approve its transfer to another location. These rules apply to the license for 21 Coslin Drive in Southborough. A new applicant must provide letters from the state revenue and unemployment agencies showing the license is in good standing and all applicable taxes, fees, and contributions have been paid. If the license ends, is not renewed, is canceled or revoked, or is no longer used, it must be returned to the licensing authority. After the license is returned, the authority may grant it to a new applicant at the same location within three years; otherwise, the license ends. If first granted within the initial two-year period, it may be granted to a new applicant later under these rules.
