Modifies procedures regarding mental capacity to be tried or convicted

SB 1463 - In criminal proceedings involving one or more nonviolent misdemeanors, if a judge has reasonable cause to believe that the accused lacks mental fitness to proceed, this act authorizes the judge to direct the director of the Department of Mental Health to have the accused assessed by a mental health professional for necessary community treatment services or involuntary commitment. The Department shall establish standards and training for the assessments. Any assessment shall be completed within fourteen days unless the court orders otherwise.
