State and local road agencies could count maintenance and repairs toward required spending on walking and biking facilities. The provision covers Michigan transportation fund money allocated to the state trunk line fund, counties, cities, and villages, with at least 1% spent on facilities and services for travel without motor vehicles. Snow removal would not count as maintenance. Agencies could meet the spending requirement by averaging spending over a reasonable period of no more than 10 years.
