The proposed amendment would pay Maine Veterans’ Homes daily MaineCare rates for covered residents, using separate calculations for nursing home and residential care services.
MaineCare would pay Maine Veterans’ Homes daily rates for covered residents. Nursing home rates would account for allowable care costs, while residential care facilities would receive an added amount for demonstrated costs.
Once the new rate process begins, unused supplemental money for Maine Veterans’ Homes from a 2023 law could no longer be paid as extra supplements. It could instead support the amendment’s purposes.
The amendment would pay Maine Veterans’ Homes a daily rate for each MaineCare resident. The rates would cover nursing home, residential care, and multilevel health care facilities operated by Maine Veterans’ Homes at locations required by state law, for services to MaineCare residents. Nursing home rates would follow the process used for other nursing homes and account for meaningful cost differences in direct and routine care. Residential care rates would include an added daily amount for demonstrated allowable costs; a later cost settlement would keep total payments within allowable costs. Rates would be adjusted each year for inflation to the same extent as rates for other nursing homes and residential care facilities.
Unused supplemental funding for Maine Veterans’ Homes would no longer be available as supplemental payments once the rate process is implemented. This applies to unspent supplemental funding allocated or appropriated for Maine Veterans’ Homes under Public Law 2023, chapter 412. The funding could instead be used for the amendment’s purposes. This would apply when the rate calculation process is implemented.
