Maine voters would decide whether to let the state borrow up to $50 million for local wastewater projects, with grants depending on approval.
If voters approve, the state could issue up to $50 million in bonds for grants to local governments and wastewater authorities. The grants would support planning and projects to manage and dispose of wastewater sludge or biosolids.
The Treasurer of State may issue up to $50 million in state bonds under the Governor’s direction. The grants would help municipalities, quasi-municipal entities, and unorganized townships plan and build infrastructure projects to manage and dispose of wastewater sludge or biosolids. A majority of voters must approve the bonds in a statewide election before these provisions take effect. Bond proceeds may be used only for the listed grants and purposes. The measure would take effect 30 days after the Governor proclaims voter approval. Bonds must be issued within five years after ratification unless the Legislature extends that period; issued bonds may run for no more than 10 years.
