Maine could issue up to $10 million in bonds to build a temperature-controlled international warehouse for goods and cargo at Bangor International Airport. The project would be at Bangor International Airport. Bonds could run for no more than 10 years from their original issue date. Voters must approve the bond issue before the authorization takes effect. The Governor must direct the bond sale, and the proceeds may be used only for the warehouse project. The question would go to voters at a statewide election in November following passage. If a majority votes yes, the proposal would take effect 30 days after the Governor proclaims the result. Bonds could be issued for five years after ratification, with a possible legislative extension of up to five more years.
