The proposal would let qualifying Kansas renters count part of their rent toward a homestead property tax refund for tax years starting in 2026.
For tax years 2026 and later, qualifying renters could count 15% of rent toward a homestead property tax refund, subject to claim rules and a $700 cap on the amount used.
The proposal would let qualifying renters count part of their rent when calculating a homestead property tax refund. Claimants must have been Kansas residents for the full prior calendar year. Eligible groups include people age 55 or older, people with disabilities, disabled veterans, certain surviving spouses, and some people with dependent children. The renter must provide a statement of rent paid and proof from the landlord; the property’s taxes must have been fully levied for that year. If a renter reports household income at or below 150% of the rent amount and fails to provide requested income records within 30 days, the claim must be denied. The combined property tax and rent amount used for a claim is capped at $700. The rent calculation applies to rent paid in tax year 2026 or later.
