The state personnel services director would have to establish and run drug screening programs covering district court judges and other listed officials and workers. Testing would cover district judges, listed elected officials, and applicants for state jobs involving safety risks. Suspicion-based testing would also cover current workers in those jobs, state mental health institutions, and the state schools for blind and deaf students.
