County election officials would send advance ballots received by poll closing to the special election board for processing. This applies to advance ballots received by the county election office or a polling place in the county. Mailed ballots received after poll closing could still be sent for counting if postal records show they were mailed by poll closing. The secretary of state would set rules for carrying out these provisions. Ballots received by poll closing would be handled at that time; qualifying mailed ballots could arrive through the U.S. Postal Service's last delivery at 7:00 p.m. on the third day after the election.
