If enacted, Kansas school districts could hire chaplains or accept volunteer chaplains to support students, subject to background checks and a sex-offender restriction.
The proposal would let school districts hire chaplains or accept them as volunteers to support students, without requiring a teacher license, subject to background checks and a sex-offender ban.
A school district board could employ a chaplain or accept one as a volunteer to provide student support, services, and programs. The chaplain would serve students as directed by the school board, superintendent, or another designated administrator. The chaplain would not need a state-issued teacher license. The chaplain would have to complete the same criminal history check the district requires for its other employees. A district could not employ or accept as a volunteer anyone convicted of or adjudicated for an offense requiring registration as a sex offender under Kansas law. If enacted, the provisions would take effect after publication in the statute book.
